prerequisite's Owner bug

in the Original YR , NPatch,and could be more Engine.
the Owner can never affect Prerequisite, when Owner is not empty.

but in the Ares 0.B.

I found a question :
when I use .Lists=xx .List#
I must set Country to the Owner= .If not, I can't build that Building in which Country it doesn't included.

but "Prerequisite" is working well,even the country not in the Owner.

I think. We got RequiredHouses. that's enough.
I think that Owner must never affect Build Prerequisite.list#

the Owner's Bug happend on most Ares' Tags kinds of building request
