    Fix a bug that L3 RPC does not work properly

    * L3 plugin should call L3ProxyApi rather than L2ProxyApi
    * L3 plugin should use a separate topic since L3 plugin is a separate plugin
    * L3 server callback is not loaded.
    * resource_groups should be loaded in NWAL3plugin
      resource_groups is required to get nwa_info,
      but it was not loaded previously.
