As a desktop setup i have a laptop+monitor+keyboard and mouse (usb).
When i get the login screen i need to wait for like 10 sec for the laptop to take some impute from my Peripheral Devices (username+pass)
Dont know if this is a kernel or an os Bug!

Suggest looking in /var/log/syslog and/or running "Boot Chart", plus the usual troubleshooting steps of removing peripherals and adding them one by one to eliminate possibilities or narrow things down. There are also the Ask Ubuntu and Ubuntu MATE forums which while not support forums per se can assist in troubleshooting.
