Is this why there's no php-ps or php7.0-ps package in Ubuntu 16.04?

Hi Ian,

Yes, the current Debian package (in Stretch/Unstable) builds a php5-ps. php-ps itself is not yet compatible with PHP7, so it was dropped as there were no reverse-dependencies on it.
