Hi James, if I understand you correctly you're after the [cinder] section which is being added and expanded as part of the upcoming 16.04 charm release - https://github.com/openstack/charm-nova-compute/blob/master/templates/parts/section-cinder. We tend to refrain from adding general configurability to config files in favour of adding opinionated configs based on best practice and user needs. We can certainly look at optionally adding cross_az_attach to the [cinder] section. I am, however, going to downgrade this bug from critical as it not an issue that blocking normal usage.
