Failed CI tests for liberty branch of glance_store

A number of CI tests are failing due to unpinned version of python-swiftclient. It is required to use python-swiftclient v2.7.0 and CI tests are installing the latest one: v3.0.0.

This issue is a blocker for synch with upstream branch of glance_store.

[8.0] Bind python-swiftclient version 2.7.0 to fix python27 failures

Bind python-swiftclient version to the one that actually used in
upstream.
