Bug Description

Build R3.0-17 Liberty

nova is not responding:
root@a5d11e36:~/contrail-test# nova list
ERROR (EndpointNotFound): publicURL endpoint for compute service not found

These patches were missing for HA:
https://github.com/Juniper/contrail-provisioning/blob/R3.0/contrail_provisioning/openstack/ha/scripts/contrail-ha-keystone-setup.sh
needs to be updated for Liberty.

https://github.com/Juniper/contrail-provisioning/commit/86759bca12e10256cfba758ecad421e65d606ec6#diff-f4b477178fd5d9cebf3593e1c0ccd8bbR213 patched only non-HA and not HA.
