allow hiding ng help-panel for workflows

not all steps will need a help-panel. we should have a way to hide it.

    allow hiding ng help-button for workflow steps

    the help toggle button to trigger the help-panel should be hidden
    for steps that don't need it

    To test: remove 'helpUrl' from one of the steps in
    launch-instance-workflow.service.js
