lbaas: api_extension_path not set correctly for liberty

Bug Description

We look for nova-api version to determine the openstack release.
however on a multinode setup nova-api may not be available on the config node so the check would fail and eventually we fail to set the api_extenstions_path in neutron.conf to include neutron_lbaas/extensions

Setting api_extension_path in neutron.conf

For liberty:
-> extension_path needs to include neutron_lbaas/extensions, adding it
-> lbaas for V1 in 3.0.1
