Bug Description

Currently build system may fail if a python package contain git commit in its version so it's necessary to use dirty hacks like https://github.com/openstack/python-fuelclient/blob/master/fuelclient/hooks.py#L16.

That should be fixed so we can delete the hooks from all projects.

this bug related to the release process of Fuel. Not all projects have the git tag with release version
