[2.0a4] Permission error for boot-resources/cache

Bug Description
After updateing to 2.0a4 I see a lot of this in maas.log:

I noticed that on this rack controller, /var/lib/ maas/boot- resources was owned by root.root. Chowning that directory to maas.maas seemed to unblock the situation. So we need to make sure that the packaging scripts set the directory ownership appropriately.
