Bug Description

After kolla is installed, all the passwords are empty in /etc/kolla/passwords.yml, and kolla-genpwd must be run in order to generate passwords in /etc/kolla/passwords.yml.

If kolla-genpwd is not run or if passwords are empty in /etc/kolla/passwords.yml, prechecks must flag an error.
