Bug Description
tep to reproduce:
1. Create an environment with ceph enabled and DPDK or SRiOV contrail enabled
2. Deploy cluster
3. Delete a compute and redeploy the cluster.
4. Add the a compute+DPDK or SRiOV node and redeploy the cluster.
5. Run OSTF
Expected results: All steps are success
Actual results: A lot of OSTF failed
