The cause of the failure was:

Setting up lirc (0.8.2-0ubuntu8) ...
Configuration file `/etc/lirc/hardware.conf'
 ==> Modified (by you or by a script) since installation.
 ==> Package distributor has shipped an updated version.
   What would you like to do about it ? Your options are:
    Y or I : install the package maintainer's version
    N or O : keep your currently-installed version
      D : show the differences between the versions
      Z : background this process to examine the situation
 The default action is to keep your current version.

You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Ubuntu release? Thanks in advance.

I think this was because back then update manager couldn't handle these conf file changes. 7.10 is EOL though anyway. if this bug returns, open up a new one.
