Bug Description

As you can see in this [1] request CI tries to build package, fails and sets V-1. I suggest to try to build package if packaging info is present in repository and do nothing otherwise.

There should be no guessing on CI side whether or not to run tests. It should be strictly defined by configuration.

Even if you disagree with proposed solution the problem still exists, because I get V-1 and cannot merge changes.
