Unable to attach volume backed by LVM driver to instance in IPv6 deployment

Bug Description

Steps to Reproduce:

1. Deploy IPv6 host
2. Spawn an instance
3. Create a volume
4. Attach volume to instance

Actual results:
Volume doesn't get attached.

Expected results:
Volume gets attached.

It seems that rtslib is expecting to get IPv6 addresses surrounded by brackets.

    rtstool surrounds IPv6 addresses by brackets

    Currently rtstool fails to create rtslib_fb.NetworkPortal with IPv6
    addresses because rtslib expects IPv6 addresses to be surrounded by
    brackets.
