Solus uses a patched version of System Settings (gnome- control- center) with GNOME logo replaced by Budgie logo. See the patch: https:/ /git.solus- project. com/packages/ gnome-control- center/ tree/files/ 0001-Add- Budgie- Branding. patch and commit: https:/ /git.solus- project. com/packages/ gnome-control- center/ commit/ ?id=457435f . Think we could use that for now?
But that involves maintaining our own patched version in the PPA. I don't think GNOME'll willingly make it easier for 3rd parties to change their branding. But, Ubuntu could patch it if they wanna make Ubuntu Budgie happen.
