Can't click upper right side of screen below top panel. Maybe a panel overlay issue?

Bug Description
I can't click the upper right side of the screen just below the top panel. This makes it basically impossible to close windows in a web browser, unless I move it further to the left. I did some googling, and ubuntu users say it may be a panel, or panel overlay issue.
