provisioning: non-default region name not set for compute service

Bug Description
Compute service alone has issue as noted below. Instead of mtn5 it has registered the compute endpoints under default RegionOne region.

endpoint create commands at following lines should use --region $OS_REGION_NAME variable name instead of hard coded value '--region RegionOne'
