[Fuel] Run performance test for each fuel-web patch

So far we do not run Nailgun performance tests on each patch; we only run them if performance tests are changed. Thus, there's a chance of introducing regressions.

In order to improve our code quality, it's better to run it for each patch.

Run nailgun_performance_tests for each patch

So far we run performance tests only for those patches that has changes
in performance tests. Thus, there's a big chance of introducing
performance regressions. Let's start running them on each fuel-web
request.
