Why ironic need to overwrite BUILD_TIMEOUT to 10h?

Bug Description
Even when I set BUILD_TIMEOUT to environment various, when I am configuring a Ironic CI, the BUILD_TIMEOUT shown in local.conf always changed to "BUILD_
Why ironic need to overwrite the global configuration to 10 hours?
I cannot see ironic gate job needs more than 120 minutes, which is the default value of BUILD_TIMEOUT.
Even we need to change the value, we don't need to strict it.
