Gnome terminal does not revert to normal window after F11

Bug Description
To reproduce on 16.04:
- Start a normal terminal
- Press F11 for fullscreen mode
- Press F11 again
The terminal window will be maximized instead of returning to it's original small size.
This is really quite inconvenient, as I use this feature all the time on 14.04.
I hope this is fixed before release.
