kolla-ansible script does not pass extra argument to ansible-playbook

Bug Description

Hi,
I understand that there are multiple places for those ansible-playbook variables. However, sometimes it is convenient to append the when running the kolla-ansible script, like

kolla-ansible -e enable_heat=no deploy

so user can use different argument in the command line. - Hui
