& shows in some of my Twitter feeds and is not correctly decoded

Bug Description

For some of my twitter feeds I'm seeing "&" literally displayed in the tweet instead of being decoded. This should not display. To reproduce this it seems that the following orgs have content that routinely shows this issue:

Seem like a common case where scopes that query a web api get back text that may contains html entities like &. Perhaps this should be handled by the scope framework rather than requiring that each scope implement code to do it.
