[dashboard][glare] Choosing category of app in environment view doesn't show apps of selected category

Bug Description
Steps to reproduce:
1. Enable usage of glance artifacts in Glance and Murano
2. Log in Web UI
3. Upload some packages, assign them some categories
4. Create environment and navigate to environment components page
5. Choose one of the categories which you selected on step 3 from the "App category" dropdown menu.
Observed result:
No apps are shown.
Expected result:
Apps of selected categories are shown.
