Bug Description

Since the location of horizon logging was moved from httpd. Previous patch did not create a new folder for horizon logs. This fix resolves it.

    Add creation of new log folder for Horizon

    The previous Horizon logging fix missed the part of creating new folder,
    this fix adds it.
