chromium does not remember cookies

Bug Description

Since yesterday upgrade to 49.0.2623.87 Ubuntu 15.10 (64-bit), some of our developer web pages started to behave weirdly - login forms not completing normally, etc. Those very web pages work fine with Firefox. Finally, one webpage stated outright that the Cookies are disabled. This bug seems to reproduce only when visiting page hosted at "localhost" - web pages hosted elsewhere do not seem to be affected by this bug.

I have not changed the cookie settings in any way: The Cookies are set to "Allow local data to be set (recommended)", I have the "Block third-party" check box unchecked and the "Manage exceptions..." list is empty.

When I launch Chromium via the command-line, only the following line is printed out:

[21563:21603:0323/160009:ERROR:connection_factory_impl.cc(367)] Failed to connect to MCS endpoint with error -102

I do not know whether this relates to the cookie problem or not.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. You reported this bug some time ago and there have been many changes in Ubuntu since that time. Your problem may have been fixed with some of the updates.

It would help us a lot if you could test on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once in a terminal:

apport-collect 1561038

and add any additional information that you think relevant. Alternatively, please confirm that this is no longer a problem and that we can close the report. If we do not hear from you the bug report will close itself in approximately two months time.
