Azure endpoint ACLs disappear after machine-0 restart

Bug Description
When jujud-machine-0 is restarted in an Azure environment, it seems to reset the endpoint ACLs of some (but not always all?) endpoints. This will erase any non-juju-managed ACLs added afterward. I can't seem to find any logs which point to juju doing this, but after each machine-0, there are always some VMs which no longer have our custom endpoint ACLs.
