domain users cannot log into horizon

Bug Description

From horizon local_settings.py

# Set this to True if running on multi-domain model. When this is enabled, it
# will require user to enter the Domain name in addition to username for login.
#OPENSTACK_KEYSTONE_MULTIDOMAIN_SUPPORT = False

This prevents multidomain login. While being set to true wont prevent default domain login. We should have this set to true for Kolla. Overhead is we must type in domain to login even if its default domain.

This seems to still be an issue in openstack/kolla on stable/newton .
I was able to manually edit the file and enable domain functionality, is this planned to be ported up from stable/mitaka? Did it just get missed in the process somewhere?
