Powermanager dosen't show CPU speed and won't let set CPU states

Bug Description

Both in Feisty and Gutsy, KDE Powermanager shows CPU speed 0 and won't let set CPU states (performance, dynamic, powersave), doesn't even show them.
Computer is HP laptop GH633AA

Thanks for taking the time to report this problem. Please attach the output from running the following command in a terminal:

hal-device `hal-find-by-capability --capability 'processor'`
