vcenter as orch: vcenter webui should not allow configuring same vlan id as primary and secondary

Bug Description

we should not allow users to give same vlan id for primary and secondary.
if we give both the vlans are same, in vcenter it create as Isolated vlan and traffic will not work.

1. Added API to remove error message for an element specified by path.
2. Added check to not allow pvlan and svlan as same value.
