Bug Description

discovery tests are failing on 2.21.x in CI due to pip cache. It seems that the CI VM that runs the unit test has been snapshotted with root/.cache/pip contains sandesh package from mainline and hence the issue.

Use --no-cache-dir options for pip install

Use --no-cache-dir option when running the unit tests
and creating the venv to avoid issues with using the
cached package

In mainline and R3.0 the change is not needed since the same change was done as part of commit for Bug #1477814
