angular modal not draggable

Bug Description

The angular modals are not draggable. This is a regression over the django modals. It's a small usability issue.

To reproduce open launch instance in Mitaka and try to drag the modal.

Taking a look to the http://angular-ui.github.io/bootstrap/#/modal documentation probably we could use the "rendered" property of the modal instance to add the draggable behavior. We will need to update the current angular-bootstrap version (0.11.0) horizon is running
