Update manager fails to update after an update is done.

Bug Description
This bug isn't in adept or the gnome update-manager... it's in the upgrade program they download to do the dist upgrade.
Fresh install of 7.04 Feisty with all the updates (I'm using Kubuntu).
When the upgrade for 7.10 came out, I downloaded the Kubuntu alternative 7.10 (i386) cd and did the cdupgrade from there.
Once the upgrade was completed and I rebooted the box, I had one additional upgrade (timezone info).
After that upgrade was complete it tells me there is a distribution upgrade, I click that and attempt to upgrade, but it tells me that there are no updates to download and gives me the following error:
Your system is up-to-date
There are no upgrades available for your system. The upgrade will now be canceled.
I also get this error on another box that had the gutsy beta installed. When the new update came out, I installed that and have the same issue with that update.
