Add description displaying for resource-type-list and resource-type-show

Add option for commands resource-type-list and resource-type-show, which allows to learn description of specified resource.

For example:

heat resource-type-show --description (and for osc)
{
   ...,
   "description": "Description of the resource."
}

heat resource-type-list --description (and for osc)
table with two columns: Resource Type and Description.
