version - 3.1.0.0-2721

neutron lbaas-listener-create fails with "404 not found"

root@b4s42:~# neutron lbaas-listener-create --loadbalancer lb1 --protocol HTTP --protocol-port 80 --name listener1
404 Not Found

The resource could not be found.

neutron lbaas-listener-create fails in liberty

It is failed since path_prefix is not set in the plugin.
neutron_lbass v2 prefix is set as path_prefix
