Keyboard shortcuts changes do not work

Bug Description
After a typical installation with the desktop CD, changes to keyboard shortcuts settings do not have any effect. The default settings are still usable. Desktop effects are turned on.
Add:
I'm now running a fresh install of 8.04.1, with all updates applied. The problem is still there. I changed the shortcut for switching to the workspace on the right, to 0xe9, the ThinkPad-specific key above "->". Then, press 0xe9 did nothing, ctrl+alt+"->" still works.
