Bug Description

According to the API validation we can use config names:
 supported_configs = frozenset([
        'nova_config', 'nova_paste_api_ini', 'neutron_config',
        'neutron_api_config', 'neutron_plugin_ml2', 'neutron_agent_ovs',
        'neutron_l3_agent_config', 'neutron_dhcp_agent_config',
        'neutron_metadata_agent_config', 'keystone_config']

But there is no such information in the spec https://specs.openstack.org/openstack/fuel-specs/specs/8.0/openstack-config-change.html or in the documentation https://docs.mirantis.com/openstack/fuel/fuel-8.0/user-guide.html#using-fuel-cli

Also the documentation contains wrong CLI examples:

e.g. fuel openstack-config --env 1 --upload file.yaml

The key '--file' is missed before file name

We no longer support MOS5.1, MOS6.0, MOS6.1
We deliver only Critical/Security fixes to MOS7.0, MOS8.0.
We deliver only High/Critical/Security fixes to MOS9.2.
