Noncommissioned nodes showing "Ready" status

Build Version/Date: MAAS Version 2.0.0 (alpha2+bzr4776)
Environment used for testing: Xenial

Summary:
Nodes seems to have skipped the "New" status. Noncommissioned nodes are reporting "Ready" status.

Steps to Reproduce:
1) Enlist new nodes
2) Check status

Expected result:
Nodes show "New" status

Actual result:
Nodes show "Ready" status as if they have been commissioned

How were the nodes enlsited?

This seemed to be a side effect of the commission failing due to the no valid image error. Since MAAS now sees images for commission and deploy, I need to retest with a failed commissioning to see if MAAS changes the status despite it being unable to commission.
