Rack region not set error is not well defined in UI

Build Version/Date: MAAS Version 2.0.0 (alpha2+bzr4776)
Environment used for testing: Xenial

Summary:
There are two issues here:

1) The warning about the Controller not being connected to the Region appears on nearly every screen *except* the controller screen

2) The alert directs the user to the controller screen for more details, but not only are there no details about the alert on the screen, there is no mention of "Region" on the controller page, and no apparent way to correct it.

Steps to Reproduce:
1) Go to controller view

Expected result:
Alert provides additional insight into the root cause of the issue, if not a link to an area where it can be resolved.

Actual result:
Alert is displayed on Images, Zones and Settings tab without a link to additional details or remediation steps
