Bug Description

Ceph NFS based live migration provision fails in liberty.
The glance image-create command is changed where the --is-public option is removed and --visibility option is added instead in liberty.

Fix issue with live migration provision.
1. Glance image create command line option changed
2. Use openstack cli command instead of keystone
