Ubuntu Core can't install packages

Bug Description

It appears that Ubuntu core is using a new package manager called snappy (see https://developer.ubuntu.com/en/snappy/start/using-snappy/) however DIB doesn't support snappy and uses the unsupported apt-get to install images. Things are even worse since some packages like https://github.com/openstack/diskimage-builder/blob/master/elements/base/pre-install.d/03-baseline-tools have apt-get hardcoded for ubuntu. So what needs to happen:

1) DIB needs to have sub types of ubuntu or a new OS like "ubuntu-core"
2) Everywhere apt-get is used it needs to be replaced with the appropriate snappy command
3) A new packager package based on snappy needs to be written
4) Ubuntu-core element needs to be adjusted to use snappy

Agreed, somebody should split ubuntu-core into a new type of OS similar to the way other OS's use other package managers.
