multi monitors - panel and launcher appear over fullscreen programs when a context menu or a notification pops up on the other screen

The issue occurs on a dual monitor setup when there is a full screen program on one monitor.

Every time a context menu is opened or a notification pops up on the other monitor, the Unity panel and launcher appears over the full screen program.
