COLLECTOR_COMMINITY_SERVER value is hardcoded in fuel-web code

Bug Description

COLLECTOR_COMMINITY_SERVER variable should be renamed in COLLECTOR_SERVER (since for now we have no another servers) and moved to settings.yaml to avoid defining global constants in python code.

    Move collector server url to settings.yaml

    Since we don't have different collector servers anymore we can move
    url to settings.yaml to avoid hardcoded values in code.
