ubuntu-device-flash takes > 15 minutes and isn't doing anything

Bug Description

Following the instructions here:
https://developer.ubuntu.com/en/start/ubuntu-for-devices/installing-ubuntu-for-devices/

I get to this step:
$ ubuntu-device-flash touch --channel=ubuntu-touch/stable/ubuntu --bootstrap

The process hangs with no update on progress:
wskellenger@marquette ~/Desktop/Nexus4_backup $ ubuntu-device-flash touch --channel=ubuntu-touch/stable/ubuntu --bootstrap
2016/03/13 16:57:16 Expecting the device to be in the bootloader... waiting
2016/03/13 16:57:16 Device is |mako|
2016/03/13 16:57:17 Flashing version 28 from ubuntu-touch/stable/ubuntu channel and server https://system-image.ubuntu.com to device mako

My Nexus 4 is in fastboot mode and it says "downloading..." on the N4 screen. I've tried several times, got the same result. Tried a different USB port. Each time I waited > 15 minutes for something to happen.

I did have success running the ubuntu-device-flash command as root:

$ sudo ubuntu-device-flash touch --channel=ubuntu-touch/stable/ubuntu --bootstrap

Almost immediately the device went to recovery and started updating. Might add this to documentation? Or perhaps the installer should better report progress to the user?
