16.04: php-phpseclib requires php5-common

Bug Description

php-phpseclib in Ubuntu 16.04 requires php5-common, while in Debian Sid (https://packages.debian.org/sid/php-phpseclib), the same-version php-phpseclib requires php-common (php7).

This is making Ubuntu 16.04 adding the additional php5-common package when installing in a pure php7 environment, for example, phpmyadmin:

sudo apt-get install phpmyadmin --no-install-recommends
......
The following NEW packages will be installed:
  ...... php-phpseclib php5-common phpmyadmin
0 upgraded, 7 newly installed, 0 to remove and 0 not upgraded.

This was fixed with php-phpseclib 2.0.1-1build1 available in Ubuntu 16.04 LTS.
