Deprecation warning to Fuel UI logs

According to http://lists.openstack.org/pipermail/openstack-dev/2016-March/089054.html, we want to remove logs from Fuel UI in further versions of Fuel. Before we remove functionality, it's necessary to create deprecation warning for one release, and remove functionality in the next release.

This bug is about deprecation warning, which we need to do in Fuel Mitaka.

I'd let UI team to suggest a nice looking warning in the logs tab, which should be visible but not too much disturbing.
