Adjust an ability to set up tags and make review requests

Adjust an ability to set up tags and make review requests for all the branches of horizon-vendor-theme [1] repo include the master branch for horizon-core group.

Some weeks ago, I had discussion with Dmitry Mescheryakov about disabling of the ability for all openstack/* projects. So, please get approve from Dmitry to allow it for your projects.

Acl-configs for 'horizon-vendor-theme*' repositories added

These ACLs will allow to 'horizon-core' group to create
a change-request into master branch of
'openstack/horizon-vendor-theme' repository and operate with
tags on both repositories.

Acl-configs for the 'horizon-vendor-theme' and 'openstack/*' projects updated

'Block' rule replaced by 'deny' with 'exclusive' grant in
'openstack/openstack.config' file to allow to create new change-requests
into other projects with special rules, such as in the
'horizon/horizon-vendor-theme*' projects.

Push rule in '[access "refs/for/refs/heads/master"]' section will allow
to create change-requests in the 'horizon/horizon-vendor-theme' project.

The previos scheme doesn't work, due to 'block' rule has more priority than
other.

Ordering for some rules updated in 'openstack.config' file.
