Bug Description
The domains by names are unique and user@domain is also unique.
The ids makes deployment unnecessarily complicated.
You need to have a working keystone service in order to be able to create the config file.
I should be able to fully construct the config file without any working service.
heat also allows to specify the trustee by name.
