I reported the same to Linux Mint and it affects Mate 16.04 beta 1.

I see what can fix it, as it parallels what was done in Mint.

In MATE: /usr/lib/mate-menu/mate-menu.py
After line 92, add:
+ self.window.set_title("")

I'll see if I can issue a pull request for this in wherever the code resides in Github.
